Taiwan’s Participation in International Affairs

Taiwan often faces political challenges in the international community, making it difficult to join certain international organizations under the name “Republic of China” or “Taiwan.” However, Taiwan has successfully developed soft power in various fields, increasing its global visibility through culture, values, and policies rather than coercive means. These efforts are reflected in international organizations and cooperation, non-governmental organizations (NGOs) and professional institutions, as well as diplomatic relations and international collaboration.

1.International Aid and Humanitarian Relief

International Aid: During the global COVID-19 pandemic, Taiwan launched the “Mask Diplomacy” initiative, providing medical masks to resource-limited countries. This initiative did not impose any political or economic conditions on recipient countries; instead, it aimed to promote the well-known slogan, “Taiwan Can Help,” when the aid reached its destination.

Humanitarian Relief: Taiwan actively participates in global disaster relief efforts by providing essential supplies, medical teams, and financial assistance through both government and civil organizations. For example, Taiwan contributed medical and reconstruction support during the Ukraine war and the earthquake in Turkey.

2. Technology and Innovation Cooperation

International Technological Cooperation: Taiwan has a strong competitive edge in semiconductors, AI, and biotechnology, collaborating with leading tech powers such as the United States, Japan, and the European Union. Notable examples include the Taiwan-U.S. Technology Cooperation Agreement and Taiwan-Japan Semiconductor Collaboration.

Digital Diplomacy: Taiwan leverages technology to engage in digital diplomacy, using social media and online platforms to maintain international connections. Additionally, Taiwan actively supports global internet freedom and human rights through various initiatives.

These efforts highlight Taiwan’s role as a proactive and responsible member of the international community, demonstrating its ability to contribute to global affairs despite political challenges.
